Can You Blame Lenders for Being Reluctant to Approve Owner's Short Sale Applications and Debt Forgiveness?

Foreclosures peaked in Orange County in August 2008, and since that time state and federal politicians have started loan mod and other programs to help people keep their homes.

But lenders are now being swamped with homeowner short sale applications and request for debt foregiveness. 
 
Do you blame lenders for their lack of interest to walk away from money that's owed to them on loans secured by California property deed of trust?
