What's the Plan and Best Future Use of the Orange County Fairgrounds Land?

What's the best plans for the future and use Orange County Fairgrounds?   Would that be as Orange County fair and event center?

 

The State of CA owns the land at Costa Mesa, is desperate for money and plans to sell the property. 

 

I and most other people seem to want to keep the property under control of the County of Orange ... with best planned use to keep as OC Fairgrounds, swap meet, Pacific Amphitheater, local events and equestrian center.

 

Private investor Rick Julian now says he will be bidding to buy the property.  Would he plan to use the property to build apartments?
