Environmental Group's Silly Use of the Clean Water Act in Trying to Destroy Patriotic Fireworks Displays

Will an environmental group challenge destroy California coastal areas July 4 Fireworks displays?
 
A legal challenge shut down a traditional New Year’s Eve fireworks display over San Diego Bay last year.  Is it possible that this environmental group's objection could shut down Orange County coastal communities July 4 fireworks displays?  I hope not.
 
An attorney with the "Coastal Environmental Rights Foundation" apparently hopes so and says that lacking a permit, fireworks shows that send residue into water violate the federal Clean Water Act.
 
Say What?  I love the patriotic fireworks displays and would encourage public agencies here in California to fight this silly legal challenge.
