South OC Local Water Districts Should be Independent from control by the huge Metropolitcan Water District

The local water controllers and delivery agencies at South Orange County, CA, want to to be separate from the north.
 
South OC areas hired consultants to prepare a "detachment application" that could allow them to split from the north and form their own to be separate from the Metropolitan Water District, current importing agency.
 
This application is being promoted by local districts at Laguna Beach, San Juan Capistrano, San Clemente, El Toro, Irvine Ranch, Moulton Niguel, Santa Margarita, South Coast and Trabuco Canyon water districts.
 
The South OC areas water districts now buy water from the huge Metropolitan Water District, pay too much, and want more control and less cost. 
 
South OC argues that they pay too much money and that MWD doesn't provide infrastructure and is basically a water broker.
 
I agree with this proposed shift and believe that South OC pays too much for water ... the local districts are providing their own infrastructure for water delivery and should have independence from MWD.
