Needed Limits on Public Employee Unions and their California Lock and Control

The California economy is in a slump, unemployment is high, and lots of people are struggling to pay bills. 

But government workers are doing well, with pay levels are up, high and secure benefits, and they remain mostly immune from layoffs.

Government employees in the Golden state have special protections that exempt them from many rules that others live by.  

Is it a good thing that California has government employees in special benefitted class of citizens? 

Don't we need government and state workers to have less lock and control over business and the economy in California?

California should consider public policy change that would level the playing field and neutralize the power of public employee unions.
