Should Golf Courses in California be Reappraised and Lose Prop 13 Protections?

The L.A. County assessor asked the CA Board of Equalization guidance on whether he can reassess golf club properties.
 
If LA County successfully reassesses these properties, it could mean a property tax boon for local governments.
 
Should golf courses in CA be reassessed with property tax increases?  Should they retain their Prop 13 property tax protections?
 
Policy argument in favor of reassessment is that it's not fair for such large parcels of land in the middle of residential neighborhoods to have such low assessed values and property taxes ... as compared to nearby homes.  And reassessment would mean lots more taxes and help for local cities and counties.
 
Policy Argument against is that these landowners of golf courses have complied with law and Proposition 13 passed in 1976 and have the right to keep their assessed value the same.
